De directe communicatielijn tussen Washington en Moskou werd opgericht na de Cubacrisis van 1962. Tijdens die crisis realiseerden de Amerikaanse president John F. Kennedy en Sovjetleider Nikita Chroesjtsjov zich hoe gevaarlijk traag de communicatie tussen hun overheden verliep; cruciale berichten deden er uren over om te worden vertaald, gecodeerd en bezorgd.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Om een nucleair misverstand in de toekomst te voorkomen, ondertekenden beide grootmachten op <strong>20 juni 1963<\/strong> een akkoord. Twee maanden later was de Hotline operationeel. In plaats van een telefoon was het een netwerk van telexmachines, verbonden via een onderzeese kabel. Dit sloot spraakverwarring uit en gaf vertalers de tijd om berichten accuraat te verwerken. Pas in de jaren &#8217;70 kwamen er faxapparaten en later beveiligde computerverbindingen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De lijn was niet bedoeld voor gezellig overleg, maar voor acute noodsituaties. Hij werd onder andere effectief gebruikt tijdens de Zesdaagse Oorlog in 1967 en de Jom Kipoeroorlog in 1973.
